N2 provides passenger and baggage security screening under the TSA Screening Partnership Program. If you experienced loss or damage to property, personal injury, or wrongful death as a result of the screening N2 performed, you may file a claim through N2 Passenger Care.

Who should you file with?
Responsibility depends on where and how the incident occurred. Choosing the right party avoids delay.
Your airline
Caused by the air carrier
If the loss or damage was caused by your airline — during baggage handling, loading, or transport — file directly with the air carrier. N2 does not adjudicate claims arising from airline handling.
N2 (the screening contractor)
Caused during N2 screening
If you believe the loss, damage, injury, or death resulted from the security screening N2 performed, file with N2 through Passenger Care. You must include proof of your loss and evidence that it occurred during N2's screening.
STEP BY STEP
How to file with N2 Passenger Care
Claims are submitted online through the N2 Passenger Care Website on N2's own claim form. N2 does not use the government Standard Form 95.
Start your claim online
Open the N2 Passenger Care claim form and follow the guided steps.
You can also request the form or submit by mail or email
Enter your details and the incident
Provide claimant information, your travel itinerary, the date, time, and location of the incident,
and a detailed statement of what happened. If you received a Notice of Inspection in your checked bag,
enter the identifier printed on it.
State a sum certain and sign
Enter an exact U.S. dollar amount for your claim and provide a legal signature.
Claims without a sum certain or signature cannot be processed.
Attach your supporting documentation
Include proof of travel and proof of loss (see the checklist below). Incomplete claims delay or prevent investigation.
Submit — N2 reviews and responds
N2's on-site Project Management team investigates and resolves your claim within 60 days of receipt,
and issues a letter of acceptance, settlement offer, or denial.
What makes a valid claim
A claim must contain all five of the following to be processed.
Sum certain
An exact U.S. dollar amount for the claim.
Specific date
A specific incident date. File one form per date.
Specific location
The checkpoint, baggage area, or terminal where it occurred.
Statement of fact
A detailed, factual account — names, places, and events.
Signature
A full legal signature from the claimant.
DOCUMENTATION
What to include
Provide as much of the following as applies. Submit as soon as possible — delay makes information harder to gather. Missing documentation is the most common cause of delay.
- Replacement estimates for items that cannot be repaired
- Photographs of the lost or damaged items
- Police, witness, or incident reports, if any
- For injury claims: physician report and itemized medical bills
- Proof of travel: boarding pass, ticket, or luggage tag
- Original Notice of Inspection, if one was in your checked bag
- Purchase receipt of the original item (or card/bank statement)
- Repair estimate — required for all damaged baggage

Important to know
How liability works
Resolution of passenger and baggage claims is a matter of applicable state law and is resolved between N2 and the claimant. If you file with TSA, it will be referred to N2 for processing. Under the Federal Tort Claims Act, TSA pays claims only where TSA employees are at fault; otherwise claim payment is not a cost under the contract.
AFTER YOU FILE
How your claim is resolved
N2's on-site Project Management team investigates claims through CCTV review and employee interviews, and resolves them under applicable state tort law. Any reimbursement is processed through N2's Accounts Payable.

days to resolve
N2 resolves claims within 60 days of receipt, except in extraordinary circumstances such as further adjudication.

years retained
Claim information is retained for at least two years after resolution.
Appeals
If you dispute the determination, you may appeal to N2's Corporate Review Board.

If you simply left an item at a checkpoint, that is a lost-and-found matter, not a claim.
Left an item at the checkpoint?
If you left personal property at an N2 screening checkpoint, file a lost-item report rather than a claim.

Authority
Inspection of passenger baggage is authorized under the screening contract between N2 and the Transportation Security Administration. This claims process is administered by N2 and is separate from any claim you may have against an air carrier.
